From Spain. Ordained for the L.A. archdiocese. Accusations revealed for first time in personnel files released by Archdiocese 1/31/13. In the early 1990s a doctor reported to the archdiocese that Ugarte drugged and raped a boy in Ensenada. On inactive leave with no ministry as of 11/1/93. Also accused abusing a 17-year old in 1983. Sexually involved with three other young men. Ordered to return to Spain and not to return to L.A. without permission for 7 years, not to celebrate Mass in public and to find a secular job.
