Mr O'Gorman, a Dail election candidate for the Progressive Democrats, will make his accusation on a BBC Panorama programme on Sunday. According to the programme makers, "at the heart of this scandal sits Cardinal Joseph Ratzinger, now Pope Benedict XVI. "For 20 years he controlled the Vatican department that enforced Crimen Sollicitationis (The Crime of Solliciation), and in 2001 he created its successor," the documentary makers added.
