Priests with Public Allegations:
Foundation of a National Database

Many thousands of Catholic priests have committed sexual crimes against children in the last 50 years. A study commissioned by the bishops and working only with diocesan records has counted 4,392 priests against whom there are allegations, but did not identify those priests. Now a database created by attorney Sylvia Demarest will provide names and documentation for over half the priests with known accusations. Demarest and her lead researcher Trish McLelland (pictured above) worked for eleven years to create an unsurpassed archive of the Catholic abuse crisis, and Ms. Demarest donated the archive to BishopAccountability.org, so that the information could be made public. Our first task will be to post a list of the publicly accused priests whose names are not yet listed on the SurvivorsFirst.org database or on other national databases. We will complete this task by the end of 2004.

This is a first step in a multi-year project to post information and court documents on all priests against whom there are public accusations, as well as reports and other resources unavailable elsewhere. (See our Frequently Asked Questions.) As an example of the riches that will be available in this remarkable archive, we offer the bishops' own Restoring Trust, their 1994-95 attempt to assess and solve the crisis. Often cited, this important document has been extremely difficult to find, until now.

Reports do not indicate if the pornography was child or "hard core" pornography. FBI has seized the computer and is investigating. Per a subsequent article, Arceneaux's atty claims that a "young man" has confessed to downloading images and that his client will be cleared and returned to duty. Diocese has said that it will not return Arceneaux to duty until the investigation is complete, despite the attorney's statement that someone else has confessed and despite petitions from parishioners. Arceneaux has not been indicted or cleared. Delays are blamed on overworked federal prosecutor and fact that investigating FBI agent has been testifying in lengthy trial.

The archdiocese now has found the allegation to be "substantive" and Aviles has been sent for long-term residential psychological treatment. A 4/28/02 article identifies Aviles as director of the vocations office at Assumption Seminary.
Babcock Timothy     Trent, "4 Priests, Archdiocese Face Sexual Abuse Suit," Detroit News, 5/24/94; "Man Alleges," Cleveland Plain Dealer, 6/5/94 Detroit 1 M Leave 1968 MI Late 1960s MI Detroit Suit filed Wayne County District Court alleges that complainant was repeatedly raped and fondled in the 1960s, at 14-18 years of age, by Babcock, Gary Berthiaume, Leonard R. Foisy, and Ronald Edward Modras. Foisy was an administrator at St. John's Seminary in Plymouth; Modras, Berthiaume, and Babcock were in training there; the complainant attended a nearby church. The complainant's memory of the abuse was triggered by a traumatic family event in 10/93, and the complainant made an allegation to the archdiocese in that month. In 5/94, the archdiocese stated that its investigation had found no information "that would qualify these allegations as credible." Babcock denied the charges. We have no information on the disposition of the case. In an unrelated 1977 case, Berthiaume pleaded guilty to sexually abusing a 14-year-old boy, and served 6 months in prison.

He went to rehabilitation and was then reassigned to several parishes beginning in 1994. Archdiocese says he was reassigned on limited basis under close supervision. The 2002 Official Catholic Directory shows Baccelliere "absent on leave," but article says he retired in 2002 because of the national "zero tolerance" policy. He had studied canon law in 2001.

Despite this paper trail, Barcelo was subsequently given Scouting's highest award.

The original claim of abuse was made in 1991 but the man says that the Joliet diocese cancelled meeting with him at the last minute when he wanted to bring either his wife or attorney with him. The victim let the matter drop until 2002 when an investigator for the diocese contacted him. In 2002 the alleged victim said that Barrett's attorney threatened a slander lawsuit if matter proceeded. Barrett was formerly director of communications for the diocese and acted as spokesman for previous offenders.

Bland Felix       Christian Brothers 6 M Prison 1 year and probation   MO 1988 MO St. Louis According to 4/95 article, Bland had recently pleaded guilty to sodomizing an 11-year-old boy in 1988. Assault occurred at Christian Brothers' LaSalle Institute in Wildwood. Police were told of the abuse earlier than 1995, but Bland was working as missionary in Africa. He was not prosecuted until he returned to the states and the victim wore a wire during a meeting with him. Bland was sentenced to 15 years in prison. Judge suspended all but one year of the sentence but then put Bland on work release program that allowed him to work at the Order's headquarters during the day and spend his nights in jail. This was based partially on Bland's age and partially on fact that the Order had counseled Bland and promised to keep him away from children. A man also filed suit alleging that Bland abused five of his sons. This suit was settled on the eve of trial in 1997. As of 3/02 Bland was a registered sex offender and still lived at the Wildwood facility with the brothers. Name appears on list of publicly accused St.
