News and Views of the Davenport Sexual Abuse Crisis

In this section, we offer media reports on the crisis as it has unfolded in Davenport, statements by victims and advocates, and various writings by Bishop Franklin and his colleagues. These materials begin with an apparently innocuous item--a 1980 notice in a local paper that Rev. James M. Janssen had been named pastor of Sts. Philip and James in Grand Mound, as well as Boy Scout chaplain for the diocese. Much of the recent media coverage has been in stark contrast to that complacent piece of diocesan journalism, but much investigative work remains to be done. Often the articles below are our only source of information about a particular aspect of the crisis, since the pertinent diocesan documents are still withheld.

DIOCESAN POLICIES AND OTHER LINKS

The Davenport diocese has had a series of sexual abuse policies in the last nearly twenty-five years (the first four are available on the Internet only here):
* 1990 *
* 1998 {part 1} {part 2} *
* 2001 {part 1} {part 2} *
* June 2003 {part 1} {part 2}{part 3} {part 4} *
* August 2003 (same cover page as the June 2003 policy, but dated July 3, 2003 on the diocesan Web site, and containing some material from August 2003) *

In our selection of media coverage, we offer articles from the diocesan Catholic Messenger and letters from Bishop William Franklin. Important diocesan links and documents include:
* Diocese of Davenport Web site, with section on sexual abuse and an archive of the diocesan newsletter the "Mini-Messenger."
* Text of the diocese's February 25, 2004 presentation on sexual abuse, including a history and selected service records of accused priests.
