Summary of Case: Kolar was accused of sexually abusing three young women while he was director of the St. Paul Youth Center in St. Paul in the 1970s and 1980s. One of his victims was 15 years-old when he started grooming her. Kolar admitted to having a problem with vulnerable young women, and that he was a sexual abuser. He was laicized in 1992.

A woman filed suit in 1990 accusing Kolar of initiating unwanted sexual contact with her in 1984 during a religious retreat. She was receiving counseling from Kolar. Kolar denied the allegation. Archdiocesan officials learned of this allegation in 1986, said they took remedial remedies, but allowed Kolar to stay at the youth center.

Kolar was accused in a 1990 lawsuit of having sexually abused a young woman in 1973. The woman was staying at the youth center while receiving psychiatric care for depression. Kolar admitted to the allegation, but said the sexual contact was consensual. The allegation was reported to the archdiocese in 1988, and Kolar was removed from his post at the youth center.

A third woman sued in 1991, accusing Kolar of sexually abusing her over an 11 year period, beginning in 1972 when she was a 15 year-old high school student. She met Kolar at the youth center. In a deposition Kolar testified that he learned in treatment that he had a problem with vulnerable young women, and he admitted to being an abuser.
