Monsignor. Educator for nearly 30 years at Cardinal Hayes HS in the Bronx and St. Joseph by the Sea HS on Staten Island. Pastor for over 20 years of St. Charles on Staten Island. In 10/03 a 29-year-old man alleged sex abuse by Gaffney for three years, beginning when he was a 6th-grader and St. Charles altar boy. The man’s attorney said there was evidence of seven other victims. Another man alleged abuse when Gaffney was St. Joseph’s HS principal. Kept in ministry. First man sued; Gaffney filed countersuit, died weeks later, on 3/27/04. On archdiocese’s list 4/26/19. Claims against Gaffney eligible for IRCP. Suit filed in 8/19.
