Ordained for the diaconate in 2001. Pleaded guilty in 11/2004 to viewing child pornography in 2002 on a computer at the Boise office of Seattle’s Casey Family Programs, a foster child counseling service. Bishop Driscoll knew of the investigation in 6/2004; removed Howell in 1020/04 and informed Howell’s parish in 2/2005. Sentenced in 1/2005 to 18 months in prison. Reportedly laicized in 2006. On ID sex offender registry 620/11. Included on the Diocese’s list of credibly accused in 10/2019.
