Accused in a 10/10 civil suit of abuse 1968-76 of a girl, ages 14-21, while he was assigned to St. Michael’s in Sioux City and she was working at the rectory. She companied to the diocese in 2006. He denied the allegations, and she apparently dropped the matter. Ruba retired in 1996. Died at age 89, 6/20/15, at a nursing home in Remsen, IA. On the diocese’s 2/22/19 list. It notes two allegations received, of abuse of a female and a male, 1970-71.
