Accused in a 10/2010 civil suit of abuse 1968-1976 of a girl, ages 14-21, while he was assigned to St. Michael’s in Sioux City and she was working at the rectory. She complained to the Diocese in 2006. He denied the allegations, and she apparently dropped the matter. Ruba retired in 1996. He died at age 89, 6/20/2015, at a nursing home in Remsen, IA. Included on the Diocese’s 2/22/2019 list of credibly accused, which notes two allegations received, of abuse of a female and a male, 1970-1971.
