Monsignor. Held prominent Chancery positions and roles in the Boy Scouts. Executive Director 1992-1997 of the Secretariat for Priestly Life and Ministry for the National Conference of Catholic Bishops. Formed the Ad Hoc Committee on Sexual Abuse. Allegation in 2005 dated back to 1974; review board found “insufficient evidence.” Kept in ministry. Removed in 8/2009 after allegations that he sexually abused a boy several times at St. John’s School in Frederick 1974-1979. Denied the allegations. Archdiocese learned of allegations in 6/2009 and notified police. Four allegations found credible in 11/2009. Permanently removed from active ministry in 11/2009.  Criminal charges filed in 2/2010. Plea agreement in 9/2010. Received a 10-year suspended sentence and 18 months home detention. Laicized in 2016. One settlement in 7/2017. Included on the Archdiocese’s list of accused. Included in the MD Attorney General’s 4/5/2023 report. It shows that Bevan had boys stay at his cabin, gave them alcohol and watched them streak naked. Sometimes other adults were present, including priests, also naked and drinking alcohol.
