Report into the Catholic
Archdiocese of Dublin

July 2009; released November 26, 2009

This page presents a user-friendly version of a government report on the handling by the Dublin archdiocese of sexual abuse allegations.

The report was prepared by Judge Yvonne Murphy, the Commission Chairperson, and Ms Ita Mangan and Mr Hugh O'Neill, Commissioners, and was released on November 26, 2009. The version of the massive report that is presented below provides access to individual chapters, and also offers a linked version of the very helpful index, which can be used to navigate the report and explore its important findings.

In keeping with its terms of reference, the Murphy report discussed a "representative sample" of 46 priests, selected from the 172 named priests about whom the Commission received information. The report on the 46 priests, however, was not released intact.

First, the Commission suppressed the names of 35 priests, using pseudonyms for them throughout the report. Only 11 priests were discussed by name in the report.

Second, in accord with Section 38 of the Commission of Investigation Act 2004, the High Court ordered that portions of the report not be published because they might prejudice criminal proceedings against two priests. On October 15, 2009, Mr Justice Paul Gilligan ordered that Chapter 19 not be published, and that other references to the priest discussed in Chapter 19 be suppressed also. On November 19, 2009, Gilligan ordered that Chapter 20 be redacted, and that the name of the priest discussed in Chapter 20 be removed elsewhere in the report as well.

On December 6, 2010, Tony Walsh was sentenced to 16 years in prison, four suspended, on 17 counts of sexual abuse against three boys. On December 15, 2010, Mr Justice Paul Gilligan of the High Court lifted his order pertaining to Walsh, who was the subject of Chapter 19. However, Gilligan left in place his order that Chapter 20 not be published.

Chapter 19 was released on December 17, 2010, together with other portions of the Murphy report pertaining to Tony Walsh, previously suppressed. The released materials retain the Commission's pseudonym for Walsh, Fr. Jovito. The newly released materials were made available as a 46-page PDF entitled Further portions. This file contained new versions of the following pages, with the name "Fr Jovito" and other text restored: page 1 of the Table of Contents; pp. 8, 11, 12, 20, 64-65, 73-76 (certain paragraphs), 123, 252-281, 526, 567; and index pages 706, 718.

The chapters that are affected by this release of Further portions are the Table of Contents; Chapters 1 (Overview), 4 (Canon Law), 7 (Framework Document), 19 ("Fr Jovito"), 35 (Fr Noel Reynolds), 41 (Fr Francis McCarthy); and the Index. The Commission has not re-released those chapters. Instead, the "Further portions" file contains patches – i.e., the "Further portions" file provides the restored paragraphs, but does not show the context around the patch.

In order to make it possible to read the new material in the context of the previously released report, we have inserted links to the new material within the table of contents and index below. The new sections from the "Further portions" release are in purple.

A brief but important supplementary report was released in December 2010.
