Rhode Island lawmakers’ vote today on a bill allowing victims of sexual abuse by clergy to sue the Roman Catholic Diocese of Providence will put the spotlight back on the updated list of credibly accused priests in a recent report by Attorney Gen. Peter Neronha.
The House is scheduled to vote on Tuesday, April 7, on the bill to allow the victims to file suits seeking damages from the Diocese – and any other entity that knew and failed to stop sexual abuse they suffered as children. The legislation would also provide the victims with a two-year window to revive claims currently barred by expired time limits.
The total list of credibly accused clergy is 75 names long, with 14 still living. The previously released list by the diocese was 55 names long.
What does credibly accused mean? “[A]n allegation of Sexual Misconduct Perpetrated Against a Child where there is a reasonable basis to believe that the alleged conduct more likely than not occurred, as determined by the Attorney General.”
“In those cases where we were unable to adequately substantiate an allegation of abuse through witness interviews or other information, or where the available information was simply too scant or otherwise impossible to substantiate, we did not name the accused priest,” the report says.

The allegations against Raphael Edes
The only member of the clergy who is an addition to the 2019 list and is still living, Edes is accused of abusing two male students between 1986 and 1990, and he allegedly admitted to state police investigators in 2025 that he had “sexual contact with one of these complainants but claimed that it was consensual; he denied sexually abusing the other complainant.”
The first complaint against Edes came in 1994, when an attorney for one of the victims filed a complaint with the diocese, alleging sexual abuse between 1986 and 1990. The only recorded response was a memo that the complaint was received by Office of Education and Compliance Director Robert McCarthy. In 2018, another complaint was filed. McCarthy’s successor, Kevin O’Brien, reported the allegations to the state police, who determined that Edes couldn’t be charged because the statute of limitations is three years, according to the report’s appendix.
He also had two credible allegations with the Congregation of Christian Brothers, one of which was settled out of court, O’Brien wrote to investigators in 2018.
While the diocese’s Review Board looked at Edes’ case in 2019, there is no record of their determination, and they did not include him on the credibly accused list.

Kevin Fisette is one of three priests currently being prosecuted by the attorney general’s office. He is charged with first-degree sexual assault for an incident that allegedly took place in 1981 involving a 13-year-old boy. James Jackson
James Jackson was added to the credibly accused list in 2022, following his arrest in 2021 on charges of possessing and transferring child pornography. Jackson pled guilty in June 2023 to a charge of receipt of child pornography and was sentenced in federal district court to six years in prison followed by a term of five years of probation.

Francis Santilli was added to the diocese’s list in 2022. Allegations against him were brought in 2012, 2014 and 2021. He was not removed from the ministry, and added to the list, until the attorney general’s office contacted the diocese in 2022 to ask about his status as a priest at the St. Philip School and Church in Smithfield. Criminal prosecutions have been barred by statutes of limitations, and a lawsuit was also barred by a separate statute of limitations.

John Petrocelli
A grand jury indicted John Petrocelli on three counts of first-degree child molestation and nine counts of second-degree child molestation in 2020. The indictment alleges Petrocelli abused three boys, all younger than 14 at the time. His case is ongoing, and because of that there is no appendix entry.

When asked why he was not in 2019, diocesan spokeswoman Carolyn Cronin told The Journal: “Beyond the extensive information which was already released, the diocese will have no further information or comment at this time.” She would not disclose his assignments in Rhode Island, or when he retired from the ministry.
